For walkability to the action: Capitol Hill. Closest residential neighborhood to the State Fair grounds and the parade route. Easy walk in, easier walk home when Metro is overwhelmed. The premium is real — Capitol Hill row houses run high — but it pays off for buyers who use the Mall regularly.

For fireworks views without the crowd: Columbia Heights or Petworth. Both sit on the Northwest DC ridge with elevations that catch the Mall fireworks. Strong rowhouse stock, Green/Yellow Line access, and decent walkable retail.

For quick-access without DC prices: Silver Spring. Red Line puts you at Gallery Place in 15 minutes. Median home prices below most of NW DC, but you still get the urban-amenity walkability of downtown Silver Spring.

For family setup: Bethesda or Arlington VA. Red Line and Orange/Silver Line respectively, both with school clusters that justify the price tag. Best fit if you also want easy access to non-event weekends.
